No reason it can't. Very easy to do, you just record a 3 second buffer and then when they push the button you save for the next 1.5 seconds and already have the previous 1.5 seconds, so you can just use that to make a 3 second video that you can edit later.

Assembly is a low level language, but it still has to be compiled to machine code. Even if the processor could 'understand' code, it wouldn't understand assembly any more than it 'understands' C++ or BASIC.

The higher level abstractions, like LISP, which can do symbolic manipulation, are compiled (or interpreted) down to machine code, but it's no different than saying a computer can add two numbers, both results are dependent on our interpretation of what they mean. The same mathematical operation on a processor can lead to different results if we interpret the answer in different ways (as an integer, float, string, whatever).

Try printing the binary value 01010000 (assume leading 0s to fill in your word size if necessary) to the screen as an ASCII character, an integer, or a floating point number. They all have different results.

It's not about what the processor understands, it's about how we interpret the results of operations on the processor.

The high school I went to made students who went to their first period late sign in and then go sit in the cafeteria until second period. I would just show up late and walk past the people in the cafeteria to my first class anyway, nobody ever questioned me about it.
