The push to change the forest code comes from the agribusiness lobby. Basically the recent crackdown down on municipalities with high deforestation rates was so successful, farming and ranching interests want to get the laws changes.

Not direct carbon market impact, although perversely, if the forest requirement is reduced, it may create new opportunities for farmers to earn money for forest protection above and beyond whatever is required under the new law. Previously the requirement was 80% making it difficult for farmers and ranchers to qualify for carbon payments. If the new code pushes the bar to 50%, then anything above that might qualify for carbon payments.
