In any case, this article is inaccurate. Maybe that's Hawking's own fault. According to his theory, the Universe was generated from a particle called an "instanton" and that the instanton's existence depends on the laws of nature. The implication is that the laws of physics are immutable and constant. This has not been proven, and it's one of the reasons Einstein said: "What really interests me is whether God had any choice in the creation of the Universe".
